• Replaces "Code of Student Conduct" with "Standards for Intervention" - School districts must adopt clear standards focused on understanding causes of misbehavior, resolving conflicts, and keeping students in school rather than punitive measures.

• Restricts arrests and law enforcement referrals - School resource officers and school safety officers may only arrest students for violations constituting serious threats to school safety; prohibits arrests or referrals for petty acts of misconduct unless safety is endangered.

• Implements restorative justice practices - School districts must fund and support school-based restorative justice programs including restorative circles and group conferencing to repair harm and restore relationships.

• Requires community involvement and support staff - School districts must meaningfully involve parents, students, teachers, and community in creating discipline policies; hire counselors and social workers at recommended ratios to improve school climate.

• Establishes training requirements for law enforcement - School resource officers and safety officers must receive training in child development, cultural competency, restorative justice, and appropriate responses to students with disabilities.
