Removes liquor bottle size restrictions for operators of intrastate railroads and sleeping cars, allowing them to sell all beverage types rather than only miniature bottles of 2 ounces or less on passenger trains.

Eliminates the requirement that railroad operators keep separate inventories of alcoholic beverages intended for sale on passenger trains versus those intended for sale in railroad transit stations.

Maintains the $2,500 annual license tax for railroad operators and railroad transit station vendors to sell alcoholic beverages.

Specifies that licenses for selling alcoholic beverages on passenger trains are valid throughout the state and authorizes consumption in dining, club, parlor, buffet, and observation cars.

Takes effect July 1, 2018.
