Establishes state licensing requirements for "preview games" (predetermined outcome games without chance elements) and their lessors, manufacturers, and operators through the Department of Business and Professional Regulation.

Operators must be licensed alcohol beverage sellers, truck stops, or caterers, with maximum limits of 3-10 preview games per location depending on license type.

Sets annual regulatory fees of $10,000 per manufacturer, $5,000 per lessor, $500 per operator premises, and $125 per preview game in operation.

Requires background checks including proof of no felony convictions within 15 years and fingerprints for owners with more than 5 percent business stake.

Authorizes administrative penalties including fines and license revocation for unlicensed operation; effective July 1, 2018.
