Prohibits private prekindergarten providers from participating in the Voluntary Prekindergarten Education Program if they have child disciplinary policies that allow severe, humiliating, frightening discipline or punishment related to food, rest, toileting, spanking, or physical punishment.

Prohibits private prekindergarten providers that have been cited for 4 or more violations relating to supervision of children within a 2-year period from participating in the Voluntary Prekindergarten Education Program for 5 years from the date of the last violation.

Allows coalitions to revoke school readiness program provider eligibility for 5 years if providers fail to comply with statutory requirements or contractual obligations under the statewide provider contract.

Allows coalitions to revoke school readiness program provider eligibility for 5 years if providers have been cited for 4 or more violations relating to supervision of children within a 2-year period.

Effective date is July 1, 2018.
