Reduces the threshold for determining residency from 5 days to 3 days for permanent residence, temporary residence, and transient residence designations for sexual predator and sexual offender registration purposes.

Establishes mandatory minimum sentences of community control with electronic monitoring for sexual predators convicted of registration violations committed on or after July 1, 2018, if no prison sentence is imposed: 6 months for first offense, 1 year for second offense, and 2 years for third or subsequent offense.

Establishes identical mandatory minimum sentences of community control with electronic monitoring for sexual offenders convicted of registration violations committed on or after July 1, 2018, if no prison sentence is imposed: 6 months for first offense, 1 year for second offense, and 2 years for third or subsequent offense.

Takes effect July 1, 2018.
