Amends s. 373.715, F.S. to grant each member government of the West Coast Regional Water Supply Authority an absolute right to use reclaimed water it produces to develop potable water supplies for its own use or for sale to the authority or other non-member entities.

The reclaimed water right supersedes any conflicting provisions in the interlocal agreement, applies retroactively to agreements in effect on the effective date, and supersedes inconsistent cooperative funding program policies approved by the water management district.

Prohibits the right from impairing, voiding, or modifying the interlocal agreement between member governments.

Directs the Division of Law Revision and Information to replace the phrase "the effective date of this act" with the date the act becomes law.

Takes effect upon becoming law.
