Creates a 9-member Capitol Relocation Task Force to study and recommend options for relocating the state capitol building, Governor and Lieutenant Governor offices, Cabinet officer offices, and the legislative branch.

Task force composition: 3 members appointed by the Governor, 2 by the President of the Senate, 2 by the Speaker of the House of Representatives, and 2 by the union representing state employees.

Task force must consider public travel ease, legislative travel costs during interim committee weeks and sessions, relocation costs, and economic impact on Tallahassee, Leon County, and surrounding areas; excludes consideration of Cabinet agency or other state agency relocations.

Task force must submit findings and recommendations to the Governor and legislative leaders within 18 months of its first meeting and is dissolved upon report submission.

Legislature shall consider the task force report and determine whether relocation is appropriate; if so, the Legislature shall propose a constitutional amendment by joint resolution to effect the relocation.
