Transfers appointment and supervisory authority of the taxpayers' rights advocate from the executive director of the Department of Revenue to the Chief Inspector General.

Establishes that the taxpayers' rights advocate may be removed from office only by the Chief Inspector General, while remaining under general supervision of the agency head for administrative purposes.

Requires the taxpayers' rights advocate to submit an annual report by January 1 to the Governor, President of the Senate, Speaker of the House, and Chief Inspector General including complaint numbers, serious problems encountered, objectives, initiatives, and recommendations.

Requires the annual report to contain complete and substantive analysis of predominant taxpayer issues in addition to statistical information.

Effective date: July 1, 2018.
