CS/CS/CS/HB 1357 Summary

• Directs the Department of Highway Safety and Motor Vehicles to develop and implement protocols for issuing optional electronic credentials (digital driver licenses) that comply with national standards and use a revenue-sharing model.

• Requires the department to competitively procure 2-5 electronic credential providers and one credential service provider through a competitive solicitation process pursuant to section 287.057.

• Establishes that electronic credentials must be verifiable by law enforcement and authorized consumers, and provides that displaying an electronic credential does not constitute consent for law enforcement to access other device information.

• Requires revenue from electronic credential use to be deposited into the Motor Vehicle License Clearing Trust Fund and shared between the state and credential providers; prohibits fees for state courts, governmental entities, and law enforcement agencies.

• Effective date: July 1, 2019.
