• Authorizes electronic copies of registration certificates to be presented to law enforcement, with liability assumed by the person presenting the device

• Allows dealers and fleet companies to purchase specialty license plates instead of standard plates, with dealers and fleet companies responsible for all associated costs

• Reduces presale requirements for specialty license plates from 3,000 to 1,000 voucher sales (4,000 for out-of-state college plates), with plates discontinued if minimum sales not met within 24 months
