Repeals s. 43.19, F.S. regarding disposition of unclaimed money paid into court and repeals s. 45.034, F.S. relating to surplus trustee qualifications and appointments in foreclosure actions.

Revises procedures for claiming judicial sale surplus funds, requiring subordinate lienholders and other claimants to file claims within 60 days after the sale or lose entitlement to remaining funds.

Allows only the property owner of record as of the lis pendens date to claim surplus funds after the 60-day period expires and funds are reported as unclaimed.

One year after sale, unclaimed surplus funds are presumed unclaimed and must be reported and remitted to the Department of Financial Services unless a court proceeding regarding entitlement is pending.

Requires driver improvement course providers to submit course completion information and citation numbers to circuit court clerks through the Florida Courts E-Filing Portal within 3 days of receiving completion certificate numbers.
