HB 1385 - Healthy Florida Program Summary

• Establishes the Healthy Florida program as a comprehensive universal single-payer health care system governed by an independent Healthy Florida Board with 9 members appointed by the Governor, President of the Senate, and Speaker of the House.

• Provides universal health coverage for all Florida residents with no premiums, copayments, deductibles, or cost-sharing for covered benefits including medical services, prescription drugs, dental, vision, mental health, and long-term care.

• Creates a public advisory committee with 21+ members representing physicians, nurses, hospitals, consumers, labor organizations, and other stakeholders to advise on program policies.

• Authorizes the board to seek federal waivers and consolidate funding from Medicare, Medicaid, and other federal programs into a single Healthy Florida Trust Fund to maximize available federal resources.

• Prohibits law enforcement from using program facilities or personnel for immigration enforcement and protects provider collective bargaining rights while preventing anti-competitive practices that would limit provider participation or reimbursement.
