Revises the Hardee County Economic Development Authority membership from nine members to five commissioners plus four appointed members for a total of nine members with staggered terms.

Changes appointed member positions to include the President of the Hardee County Farm Bureau (3-year term), the director of the Agency for Workforce Innovation (2-year term), the chairman of Enterprise Florida (2-year term), the chairman of the Florida Phosphate Council (3-year term), and the president of the Hardee County Chamber of Commerce (3-year term).

Establishes that four members are appointed by the commission, with two at-large positions and two designated seats (Seat 8 and Seat 9), with initial terms of 2-3 years and subsequent terms of 3 years.

Eliminates reimbursement for travel and per diem expenses for all members, removing the prior exception that allowed out-of-county members to receive reimbursement.

Takes effect upon becoming law.
