Adds new definition of "harm" to Florida child welfare law to include mental injury inflicted through manipulation or psychological abuse, including parental alienation, when it creates significant developmental, personality, or psychiatric pathology diagnosed by a licensed mental health professional.

Expands mandatory reporting requirements under section 39.201 to require any person who suspects a child is experiencing psychological abuse to report it to the Department of Children and Family Services, consistent with existing child abuse and neglect reporting obligations.

Requires the Board of Psychology within the Department of Health to revise continuing education requirements for psychology license renewal to include training on child psychological abuse, manipulation, and parental alienation.

Takes effect July 1, 2018.
