Creates the Safe Neighborhood Improvement District Revolving Loan Program under section 163.5161, F.S., authorizing the Department of Legal Affairs to provide loans for crime prevention projects within safe neighborhood improvement districts.

Reserves 15 percent of annual funds for small safe neighborhood improvement districts and limits any single district to borrowing no more than 25 percent of total available funds in a fiscal year.

Requires voter approval by mail-in referendum before a district may receive a revolving loan, with ballots including project descriptions, cost estimates, and revenue sources for repayment.

Authorizes service fees of 2-4 percent on loans to maintain the Safe Neighborhood Improvement District Revolving Loan Trust Fund in perpetuity, with fee revenues deposited to the department's Grants and Donations Trust Fund.

Establishes default remedies including 6 percent penalties on delinquent payments beginning 30 days after due date, authority to accelerate repayment, eliminate interest subsidies, and appoint a receiver to manage the district.
