Creates the Safe Neighborhood Improvement District Revolving Loan Trust Fund within the Department of Legal Affairs to provide loans to qualifying safe neighborhood improvement districts for crime prevention projects.

Fund balances remaining at the end of any fiscal year shall stay in the trust fund and remain available for carrying out the fund's purposes, rather than reverting to general revenue.

Trust fund is scheduled for termination on July 1, 2022, unless terminated sooner, and shall be reviewed according to state statutes before that date.

Act takes effect contingent upon HB 1405 or similar legislation becoming law in the same legislative session and requires a three-fifths vote of both houses of the Legislature for enactment.
