Creates the Energy 2040 Task Force within the Office of Public Counsel to project Florida's electric energy needs over the next 20 years and recommend appropriate electric policies for the state.

Task force must consider forecasts through 2040 of population growth, electricity needs, renewable energy retail sales, microgrids, emerging technologies (solar, energy storage, electric vehicles, smart grid, distributed generation, storm hardening), environmental impacts, and tax effects on electric supply.

Task force composition includes the Public Counsel (chair), executive director of the Florida Public Service Commission, chair of the Florida Energy Systems Consortium, chief executive officer of the Florida Reliability Coordinating Council, and two members each from the Senate and House of Representatives.

Members serve without compensation but receive per diem and travel expenses; task force requires a quorum of at least five members and majority vote for recommendations; all state agencies must assist and cooperate with the task force.

Task force appointments must be made by July 1, 2018, with first meeting by August 1, 2018; recommendations must be submitted to the President of the Senate, Speaker of the House, and Governor by January 1, 2020; task force expires June 30, 2020.
