Authorizes Puerto Rico professionals who evacuated during 2017 to obtain 2-year temporary licenses or certificates in Florida in the following fields: barbers, clinical social workers, cosmetologists, engineers, mental health counselors, and teachers.

Requires applicants to provide documentation of their Puerto Rico license or certificate in their respective field to the applicable Florida licensing entity or State Board of Education.

Temporary licenses and certificates expire 2 years after issuance and cannot be renewed.

Establishes legislative intent recognizing the devastation from 2017 hurricanes in Puerto Rico and the need to provide employment opportunities for displaced professionals who migrated to Florida.
