CS/HB 1417 - Juvenile Justice Summary

• Replaces terminology "nonsecure detention" with "supervised release" throughout juvenile justice statutes effective July 1, 2019

• Allows the Department of Highway Safety and Motor Vehicles to distribute Invest in Children license plate proceeds statewide rather than by county

• Eliminates mandatory detention for children taken into custody three times within 60 days and removes authorization to develop evening reporting centers

• Requires prolific juvenile offenders who violate supervised release conditions to be held in secure detention pending a detention hearing

• Modifies risk assessment instrument requirements and detention criteria; allows children violating probation conditions to be detained or released based on risk assessment results rather than automatic consequence unit placement
