Requires Chief Financial Officer to review and certify state contracts exceeding $10 million before execution to ensure compliance with procurement laws and authorized appropriations.

Mandates Legislature enact implementing legislation including adjustment of the $10 million contract threshold every four years based on Consumer Price Index inflation or deflation.

Submits amendment to Florida voters for approval at the next general election or earlier special election authorized by law.
