Amends the charter of the Tohopekaliga Water Authority to revise board composition, allowing Polk County to appoint one board member under an interlocal agreement and establishing procedures for appointing additional members from other jurisdictions with service agreements.

Establishes term limits restricting board members to no more than three consecutive 3-year terms, with partial terms of 548 days or more counting as full terms; provides for Governor appointment of a fifth member if a vacancy remains unfilled for 60 days.

Requires the board to annually elect a chairperson and removes compensation provisions (previously $100 per meeting, up to 3 meetings monthly) and reimbursement for board members.

Mandates the board adopt or update a comprehensive master plan every 4 years covering current/future customers, infrastructure inventory, capital improvements, water sources, wastewater alternatives, and reclaimed water options.

Expands the Authority's powers to contract for stormwater management and nonpotable water programs through interlocal agreements; allows rate freezes for up to 4 years when acquiring water or wastewater facilities; takes effect upon becoming law.
