Amends Florida Statutes section 1011.69 (Equity in School-Level Funding Act) to revise types of funds school districts may withhold before allocating Title I, Part A, Basic funds to eligible schools.

Allows school districts to withhold funds only for: one percent for parent involvement (in addition to the one percent required by federal law); a necessary and reasonable amount for administration not exceeding 8 percent total; and reasonable and necessary amounts for specified programs.

Specifies allowable withholdings for: homeless programs, delinquent and neglected programs, prekindergarten programs, private school equitable services, migrant supplemental services, extended learning opportunities, supplemental academic services for low-performing schools, family support services, transportation for foster care children, and the district's indirect cost rate.

Takes effect July 1, 2018.
