Designates the bill as the "Greyhound Safety Act" and establishes that a positive test result for anabolic steroids in a racing greyhound constitutes a violation, with exceptions for birth control use or steroids prescribed by a veterinarian not employed by a racetrack.

Requires greyhound racetracks to maintain safe track surfaces meeting division standards, install safety devices to remove the lure from the racing surface, and insulate all exposed electrical wires where greyhounds may contact them.

Mandates that racing greyhounds be fed a high protein diet using the same quality of meat found in commercial pet foods, which may be mixed with top quality dry dog food and supplemented with vitamins, minerals, and nutritional enhancements.

Preempts regulation of racing greyhound welfare to the state and authorizes courts to declare any county, municipal, or local government ordinances or rules on this subject invalid and to issue permanent injunctions preventing their enforcement.

Requires the Division of Pari-mutuel Wagering to adopt rules implementing and enforcing the safety, health, and welfare requirements established by the act, effective July 1, 2018.
