Creates a special zone in downtown Orlando called the "Downtown Restaurant Area" with defined geographic boundaries spanning sections 23-26 and 35-36 of Township 22 South, Range 29 East.

Authorizes the Division of Alcoholic Beverages and Tobacco to issue special alcoholic beverage licenses to qualifying restaurants in the Downtown Restaurant Area.

Establishes licensing requirements including minimum 1,800 square feet of contiguous space, seating capacity for at least 80 persons, and at least 51 percent of gross revenue from food and nonalcoholic beverages.

Mandates compliance with the 51 percent food/beverage revenue threshold during the first 60-day operating period and each subsequent 12-month period, with license revocation or denial of permanent license as penalty for non-compliance.

Imposes 120-day ineligibility period for any licensee whose license is revoked or applicant denied, preventing them from having any interest in subsequent license applications for this license type.
