Amends Florida Statute 849.086 to change the Division of Pari-mutuel Wagering's authority regarding initial cardroom licenses from permissive ("may") to mandatory ("shall not").

Requires the Division of Pari-mutuel Wagering to refuse issuance of initial cardroom licenses unless the local government where the cardroom would operate has voted to approve it by majority vote.

Clarifies that approval must come from the municipality's governing body if the facility is located in a municipality, or from the county's governing body if not located in a municipality.

Effective date is July 1, 2018.
