Amends section 267.031, Florida Statutes to revise the Division of Historical Resources' authority to issue permits for survey, excavation, and salvage activities on state-owned lands and state-owned sovereignty submerged lands

Permits the division to issue permits for archaeological excavation for scientific or educational purposes on state-owned lands and submerged lands

Permits the division to issue permits for exploration and salvage of historic shipwreck sites by commercial salvors on state-owned sovereignty submerged lands

Requires the division to adopt rules to administer permit issuance and to administer the transfer of objects recovered by commercial salvors in exchange for recovery services provided to the state

Repeals section 267.0625 relating to abrogation of offensive and derogatory geographic place names and repeals subsection (9) of section 267.115 relating to the division's artifact administration program for state-owned river bottoms
