Repeals four Florida higher education incentive programs: the Florida College System Performance-Based Incentive, the Distinguished Florida College System Institution Program, the Preeminent State Research Universities Program, and the State University System Performance-Based Incentive.

Amends medical marijuana research provisions to remove the requirement that only state universities designated as preeminent research universities under the repealed section 1001.7065 may conduct marijuana research, allowing research institutes and universities with prior designation to continue such work.

Modifies state university tuition differential rules to remove the requirement beginning July 1, 2014 that limited tuition differential approval to only preeminent state research universities, after repeal of that designation program.

Board of Governors must submit annual reports by February 1 detailing tuition differential proposals, revenues generated, student waivers, expenditures, and performance metrics including graduation rates, research expenditures, and faculty statistics.

Takes effect July 1, 2018.
