Repeals sections 366.93 and 366.95 of Florida Statutes, eliminating cost recovery mechanisms that allowed utilities to recover expenses for siting, design, licensing, and construction of nuclear and integrated gasification combined cycle power plants through electric utility rates.

Repeals financing mechanisms for nuclear generating asset retirement or abandonment costs.

Deletes provisions in section 403.519 that limited challenges to a utility's right to recover pre-commercial operation costs for nuclear and gasification plants.

Effective date is July 1, 2018.
