Appropriates $1.5 million from General Revenue Fund to compensate Cristina Alvarez for the death of her son Nicholas Patnode, a 5-month-old who died from bacterial meningitis due to negligence at Martin County Health Department on January 10, 1998.

Appropriates $900,000 from General Revenue Fund to compensate George Patnode for the death of his son Nicholas Patnode due to the same negligence.

Directs Agency for Health Care Administration to recover unreimbursed Medicaid medical payments from the awards before funds are disbursed to claimants, with amounts deducted equally from each parent's award.

Caps attorney fees at $300,000, lobbying fees at $75,000, and costs and expenses at $2,080.64 from the total awards.

Provides that these appropriations serve as sole compensation for all present and future claims arising from Nicholas Patnode's death.
