Appropriates $1.9 million from the General Revenue Fund to compensate Barney Brown for wrongful incarceration lasting 38 years following a 1970 rape and robbery conviction that was vacated in September 2008 due to significant doubt of guilt.

Directs the Chief Financial Officer to draw and pay a warrant to Barney Brown in the sum of $1.9 million from the Department of Financial Services.

Establishes that the $1.9 million award serves as the sole compensation for all present and future claims related to Brown's arrest, conviction, and incarceration, with no further awards for attorney fees, lobbying fees, or other similar expenses.

Does not waive the state's defense of sovereign immunity, increase the state's liability limits, or affect the applicability of Florida Statutes section 768.28 or other law.

Takes effect upon becoming law.
