Appropriates $1 million from the General Revenue Fund to the Department of Health to compensate Vonshelle Brothers as natural parent and legal guardian of Iyonna Hughey for injuries and damages.

Addresses alleged negligence by the Brevard County Health Department in March 2010 for failing to report Pap smear results showing herpes simplex virus, which resulted in Iyonna contracting herpes meningoencephalitis shortly after birth in October 2010.

Directs the Chief Financial Officer to pay the $1 million to a Supplemental Care Trust or special needs trust for the exclusive benefit of Iyonna Hughey.

Establishes that the Department of Health's prior $200,000 statutory payment plus this $1 million appropriation constitute full compensation for all present and future claims related to the negligent acts.

Limits fees and costs to attorney fees of $100,000, lobbying fees of $50,000, and other expenses of $2,214.
