Appropriates $10 million from the General Revenue Fund to Maury Hernandez as compensation for injuries sustained when he was shot by David Maldonado on August 6, 2007, while serving as a Broward County Sheriff's Deputy.

Finds that the Department of Corrections failed to report Maldonado's probation violations (including weapon possession and drug use) to the State Attorney's Office and presiding judge, despite having a nondiscretionary duty and zero-tolerance policy to do so.

Declares that if Maldonado's violations had been properly reported, he would have been jailed and would not have been on the street to shoot Deputy Hernandez.

Waives all state lien interests arising from treatment and care related to the incident and limits attorney fees, lobbying fees, and related costs to 25 percent of the total award.

Takes effect upon becoming law and provides that the $10 million award constitutes sole compensation for all present and future claims arising from the incident.
