Appropriates $5,076,543.08 from the General Revenue Fund to compensate C.M.H. for injuries sustained due to Department of Children and Families negligence in placing a sexually aggressive foster child in his home in 2002.

Requires funds to be placed into an irrevocable trust for C.M.H.'s exclusive use and benefit after payment of attorney fees, lobbying fees, and other expenses.

Caps attorney fees at $1,116,839.48, lobbying fees at $152,296.29, and costs and other expenses at $1,642.16.

Establishes that combined payments (prior $100,000 statutory payment plus this appropriation) provide sole compensation for all present and future claims arising from the incident.

Takes effect upon becoming law.
