City of Tallahassee authorized to appropriate $500,000 to Christopher Cannon as compensation for injuries sustained in a December 16, 2015 motorcycle accident involving a Dial-A-Ride vehicle making a left turn in front of him.

Cannon suffered multiple serious injuries including rib fractures, femoral fracture, kidney laceration, and spleen laceration requiring surgical rod placement and multiple screws; readmitted one week after discharge for wound infection requiring additional surgery.

Leon County Court found on April 4, 2016 that the Dial-A-Ride driver violated Florida Statute 316.122 (failure to yield right-of-way) and that the victim suffered serious bodily harm.

Total settlement amount is $700,000: City of Tallahassee already paid $200,000 under statutory liability limits, with this act providing the remaining $500,000 to satisfy all present and future claims.

Attorney fees capped at $100,000, lobbying fees capped at $25,000, and no payment allowed for costs or other similar expenses from the appropriated amount.
