Creates the Local Government Lobbyist Registration System Trust Fund within the Commission on Ethics to fund the office and expenses for administering the Local Government Lobbyist Registration System under section 112.3262

Annual lobbyist registration fees collected under section 112.3262 shall be deposited into the trust fund, which is exempt from service charges under chapter 215

Trust fund is scheduled to terminate on July 1, 2022, unless terminated sooner, and must be reviewed according to section 215.3206(1) and (2) before scheduled termination

Effective date is contingent on HB 7003 or similar legislation being adopted in the same legislative session and becoming law, and requires a three-fifths vote of both houses of the Legislature
