• Removes duplicative, redundant, or unused rulemaking authority from Florida Statutes in compliance with legislative directive in section 11.242(5)(j), Florida Statutes.

• Eliminates specific rulemaking provisions in sections relating to citizen support organizations, election canvassing, sheriff retirement, property tax administration, community mental health centers, and rural hospital operations.

• Updates cross-references in election-related statutes (sections 101.6952, 102.141, and 102.166) from section 101.5614(4) to 101.5614(5) to reflect structural changes.

• Retains substantive statutory language while removing or simplifying rulemaking directives that duplicate authority granted elsewhere in statute.

• Takes effect 60 days after adjournment of the 2018 legislative session.
