Re-creates the Land Acquisition Trust Fund within the Department of State (FLAIR number 45-2-423), which was scheduled to be terminated on July 1, 2019 under Section 19(f), Article III of the State Constitution.

Amends Section 20.106, Florida Statutes to extend the trust fund's existence beyond the constitutional termination date.

Abrogates provisions requiring the trust fund's termination to allow it to continue operating under existing public policy parameters.

Takes effect July 1, 2018, but requires a three-fifths vote of the membership in both houses of the Legislature to become law.
