Creates section 215.9851 establishing budget transparency requirements for statewide entities funded outside the General Appropriations Act and functionally related to executive branch departments, excluding direct-support organizations.

Requires affected entities to prepare and approve annual operating budgets consistent with chapter 216 requirements, with public notice at least 10 days before adoption and submission to legislative appropriations committees and Governor's office by July 1.

Mandates entities establish and maintain websites posting current and previous 2 years of approved budgets, searchable expenditure data by payee name and fiscal year, position and salary information, revenue and disbursement data, and fixed capital outlay project data.

Requires websites to include links to state audits and program descriptions, all executed contracts and amendments within 30 days of execution, video recordings of budget meetings within 5 days, and meeting minutes within 3 days of approval.

Takes effect July 1, 2018.
