Requires optometrist license applicants to submit proof to the Department of Health that they meet specified requirements, removing the department's obligation to examine applicants who meet those requirements.

Board of Optometry must approve a licensure examination covering appropriate subjects, state laws and rules, and general and ocular pharmacology with emphasis on use and side effects of ocular pharmaceutical agents.

Board may offer a practical examination in addition to a written examination under certain circumstances, and may substitute a national examination as part or all of the examination.

Applicants must pass the licensure examination within 3 years before the date of application or after submission of an application to be licensed as a practitioner and certified to administer and prescribe ocular pharmaceutical agents.
