Exempts names, addresses, and telephone numbers of people using public shelters during emergencies from public records disclosure under Florida law and the state constitution.

Exempts names, addresses, and telephone numbers of homeowners or tenants held by agencies for damage assessment purposes following a disaster from public records disclosure, with the exemption expiring 1 year after the disaster date.

Both exemptions are subject to the Open Government Sunset Review Act and automatically repeal on October 2, 2023, unless reenacted by the legislature.

Establishes public necessity findings that disaster victims in shelters and homeowners undergoing damage assessments are vulnerable to exploitation and fraud if their identifying information is publicly disclosed.

Takes effect immediately upon becoming law.
