• Extends administrative leave for state employees who are certified American Red Cross disaster service volunteers from 15 to 20 working days per 12-month period to participate in disaster relief services.

• Authorizes use of Florida Hurricane Catastrophe Fund for local emergency power generation projects, Americans with Disabilities Act compliance, and flood mitigation measures to prevent or reduce disaster losses.

• Requires county emergency management plans to include a fuel contingency plan and mandates counties post shelter information online regarding capacity, pet policies, and opening status.

• Prohibits public entities located within a curfew zone from holding budget meetings during a declared state of emergency when a curfew is imposed.

• Requires the Department of Transportation to study using rail tank cars and mobile fuel transfer systems to deliver motor vehicle fuel to hurricane-impacted areas, with a report due to the Governor and Legislature by July 1, 2018.
