Amends section 119.0713, Florida Statutes to define "proprietary confidential business information" held by local government electric utilities, including trade secrets, internal auditing controls, security measures, and competitive information.

Exempts proprietary confidential business information from public records disclosure requirements under section 119.07(1) and the Florida Constitution when related to due diligence reviews of electric projects or fuel and renewable energy resource improvements.

Requires proprietary confidential business information related to due diligence reviews to be retained for 1 year after the review completion and the utility's participation decision.

Removes the scheduled repeal date of October 2, 2018 for this exemption by striking language that subjected it to the Open Government Sunset Review Act.

Takes effect October 1, 2018.
