HB 7101 - Marjory Stoneman Douglas High School Public Safety Act

• School Marshal Programs: Requires sheriffs to establish school marshal programs appointing trained school employees (132 hours of comprehensive firearm training including 80 hours of firearms instruction) to prevent active assailant incidents on school premises; municipalities can establish programs if sheriffs fail to do so.

• Mental Health and Behavioral Support: Requires Department of Children and Families to contract with managing entities to establish community action teams providing community-based behavioral health services to at-risk children, adolescents, and young adults ages 11-21 in specified counties.

• Firearm Regulations: Prohibits sale of firearms to persons under 21 years old (with exceptions for military/law enforcement), establishes 3-day waiting period for firearm purchases, prohibits bump-fire stocks, authorizes seizure of firearms from persons subject to involuntary mental health examination, and prohibits possession by those adjudicated mentally defective.

• School Safety Infrastructure: Creates Office of Safe Schools, establishes threat assessment teams at each school, requires school safety specialists in all districts, mandates security risk assessments, develops youth mental health first aid training program, and requires active shooter and hostage situation drills.

• Appropriations: Allocates over $400 million for 2018-2019 including funding for mental health services, school resource officers, building security improvements, memorial construction, and various school safety programs.
