Appropriates $2,639,043 from the General Revenue Fund to compensate C.M.H. for injuries sustained due to negligence by the Department of Children and Families.

Requires remaining funds after attorney fees, costs, and lobbying expenses to be placed into an irrevocable trust for C.M.H.'s exclusive use and benefit.

Limits attorney fees to a maximum of 25 percent of the amount awarded under this act.

Establishes that the $100,000 paid by the Division of Risk Management and the $2,639,043 appropriated by this act provide sole compensation for all present and future claims arising from the factual situation.

Directs the Chief Financial Officer to draw a warrant in favor of C.M.H. for $2,639,043 from Department of Children and Families funds in the State Treasury.
