Directs the Division of Administrative Hearings to appoint an administrative law judge or special master to determine if Brian Pitts is entitled to compensation for wrongful acts by the State of Florida, State Attorney's Office for the Sixth Judicial Circuit, and Pinellas County Sheriff's Office related to his unauthorized practice of law prosecution and incarcerations from 2001-2012.

Authorizes compensation to Pitts of between $1 million and $7 million, payable in a lump sum or over up to 10 years, with attorney fees and costs capped at 25 percent of the award.

Declares specified court orders and judgments in cases involving Pitts to be null and void and directs removal of related court records and criminal history records from public and private access.

Authorizes Pitts to practice law as a lay counselor or lay representative under various Florida statutes and court rules, and permits him to appear before the Legislature and represent himself in legal proceedings.

Directs the Department of Law Enforcement to investigate alleged criminal violations by Florida Supreme Court justices, appellate judges, state attorneys, The Florida Bar, and Pinellas County Sheriff's Office, with resulting charges to be brought before a grand jury in Leon County within one year.
