Authorizes the City of Tallahassee to appropriate and pay $500,000 to Christopher Cannon as compensation for injuries sustained in a December 16, 2015 motorcycle accident involving a city Dial-A-Ride vehicle.

The $500,000 payment, combined with $200,000 already paid by the city under statutory liability limits, satisfies a $700,000 settlement agreement and constitutes sole compensation for all present and future claims arising from the accident.

Limits attorney fees from the $500,000 award to a maximum of $100,000 and lobbying fees to a maximum of $25,000, with no payment permitted for costs or other similar expenses.

Findings establish that the Dial-A-Ride driver violated Florida Statutes section 316.122 by failing to yield right-of-way when turning left, causing Cannon to sustain multiple injuries including rib and femur fractures, kidney laceration, and spleen laceration requiring surgery and hospitalization.
