Appropriates $1 million from the General Revenue Fund to the Department of Health for a special needs trust for Iyonna Hughey to compensate for injuries from alleged negligence by the Brevard County Health Department.

Covers medical negligence claim arising from the Health Department's failure to disclose herpes simplex virus findings and provide treatment during prenatal care, resulting in the newborn's herpes meningoencephalitis and developmental delays.

Combined with the $200,000 already paid by the Department of Health under statutory liability limits, the $1 million appropriation constitutes full settlement and bars all present and future claims related to this incident.

Limits attorney fees to $100,000, lobbying fees to $50,000, and other costs and expenses to $2,214 from the $1 million appropriation.
