Appropriates $290,000 from the General Revenue Fund to compensate Colton Merville for injuries and damages resulting from the Department of Corrections' negligence in the shooting death of his mother, Camilla Claudine Merville, on June 18, 2007.

Directs the Chief Financial Officer to issue a warrant payable to the Estate of Camilla Claudene Merville for $290,000 from Department of Corrections funds in the State Treasury.

Caps attorney fees at 25 percent of the amount awarded under this act, with the payment combined with the $100,000 previously paid by the Division of Risk Management to constitute sole compensation for all claims arising from the incident.

Affirms findings that probation officer Monica Pennington failed to follow department guidelines by not waiting for local law enforcement and by using deadly force without exhausting alternative methods in making the arrest.
