Department of Highway Safety and Motor Vehicles must establish an online verification system for motor vehicle insurance accessible 24 hours a day through vehicle identification number, policy number, or owner's name.

Verification system must be installed and operational by July 1, 2020, following a pilot program, with option for department to contract with private vendor for establishment and maintenance.

Law enforcement officers may access the system during traffic stops or accident investigations to verify policy validity and compliance with insurance requirements.

Insurers must cooperate with the department and provide access to motor vehicle insurance policy status information for the system.

Upon system implementation, online verification replaces prior registration procedures, and the department shall adopt rules for a verification method to determine ongoing compliance after vehicle registration or suspension reinstatement.
