Requires independent special districts to meet a minimum population standard before qualified electors can commence a municipal conversion proceeding.

Establishes that the minimum population standard must comply with the criteria specified in s. 165.061(1)(b).

Applies only to districts created by special act of the Legislature that are designated as improvement districts under chapter 298 or stewardship districts under s. 189.031.

Maintains existing requirements that the district's governing board must be elected, agree to conversion, provide at least four municipal services, and have no portion located within a municipality.

Takes effect upon becoming law.
